As an absolute minimum your ybts.conf must configure the radio frequency used:

[gsm]
Radio.Band=BBB
Radio.C0=NNN

where BBB is the radio band (850, 900, 1800 or 1900) and NNN is the ARFCN of first channel.

Be sure you have the right to use that radio frequency. Please do not break your local law.

Such a minimal configuration will use the default identity MCC=001 MNC=01 LAC=1000 (0x3e8) CI=10 (0x000a). Most phones will identify it as Test or Test PLMN.

Example for channel 50 of GSM900 (900MHz uplink, 945MHz downlink):
